January, 2000

Ferry Service
Whereas Hornby Island and Denman Island have equal numbers of permanent residents (1996 census), and Whereas in winter Hornby Islanders have a 16 car ferry to Denman Island and the Denman to Buckley Bay route is served by a 50 car ferry, and Whereas Hornby Islanders complete their trips to Buckley Bay on this 50 car ferry, Be it resolved that B.C. Ferries reserve 16 spaces on all ferry runs from Denman West to Buckley Bay for traffic originating on Hornby Island.

February 2000

Fire Protection That HIRRA appoint Giff LaRose as Fire Chief for one year.

"That the fire training exercises at the recycling depot only be conducted using previously burned out car hulks and paper or cardboard as the only fuels for these burns; that the Fire Department conduct these practice burns at the Recycling Depot in the interim until a burn site can be established at the Fire Hall and that the Fire Department not burn "raw" cars on Hornby Island for practices."

Upland Crownland Management
That HIRRA support a request for a $2000 RDCS Grant in Aid for funding of phase two of the ecosurvey (of the upland Crownland).

Approval of Purchase for the New Fire Truck:
The Hornby Island Residents' & Ratepayers' Association upon the recommendation of the Fire Protection/First Responders'Committee, recommends to the RDCS the acceptance of the tender submitted by Anderson's Engineering Ltd. for the supply of one Triple combination pumper, for a maximum before tax cost of $214,500.00.

Employment/Contracting Policies
That Clause #5 under Contract Agreements be amended to read .….Three years after the commencement of the initial contract….the work package SHALL be put out to public tender.
That the Employment and Contracting Policy Statements be approved as amended.
That the revisions to the Committee Terms of Reference be approved as read.

Upland Crownland Management:
That HIRRA approve the public review process (of the ecosurvey of these lands) as presented.

Tribune Bay Boat Traffic
That HIRRA urge the Trust's B.C. Parks Advisory Committee to ask people to keep records of unsafe incidents in Tribune Bay waters and to encourage the Outdoor Education Program to operate the Tribune Bay July Kayak patrol at no cost to HIRRA and to analyze data from all these and other sources."

May, 2000

Flora Island Submersible
That HIRRA endorse the proposal for a submersible operating off the shores of Flora Island.

Tribune Bay - Sewage discharge
That HIRRA send a letter of support for this designation (of Tribune Bay as a no discharge area) to David Anderson, Federal Minister of the Environment.

June, 2000

Economic Enhancement Committee Formed
That we establish the Community Economic Development Committee as a standing committee of HIRRA.
That HIRRA approve in principle the committee guidelines as presented.
That we endorse the appointment of Giff LaRose, Katherine Ronan, Pyx Sutherland and Tim Biggins to the Community Economic Development Committee pending the elections at the 2001 Annual General Meeting.

Scheduling the Annual General Meeting:
That the Annual General Meeting shall be held within four months of the
end of the fiscal year.

Sept, 2000

Upland Crownland Management
#1 That HIRRA receive the Crown Land Committee Phase 1(Final, 6 September 2000) report. on the tenure options for the upland Crown Land and the summary of the public meetings held in August 2000 to present and discuss the draft of this report.

#2 That HIRRA accept the principle recommendations for the pursuit of tenure options (pursuit of License of Occupation and of Community Forest Regional Park).

#3 That HIRRA proceed immediately with the process of applying for a License of Occupation for the 400 ha of vacant upland Crown land.

#4 That HIRRA initiate discussion with the Regional District of Comox-Strathcona on the application to make the vacant Crown land a community forest regional park.

#4a. That HIRRA support the committee recommendation that no commercial harvesting be permitted.

#5. That HIRRA, through the Upland Crown Land Committee, proceeds with the process of preparing an ecosystem based management plan, that does not compromise groundwater recharge and storage, and promotes the redevelopment of old growth values in this forest. When finished, the plan will be presented for consideration by Hornby Island community.

Capital Equipment Purchase
That HIRRA approve expenditure of $10,000 for purchasing a 1976 backhoe/front end loader for the recycling program.

October/November, 2000

2001 Operating and capital budgets were presented and approved for the following HIRRA services: Recycling, Fire Protection/First Responders Program, Community Hall, Privy Council, Recreation, Mount Geoffrey Regional Park Maintenance, Economic Enhancement Committee and HIRRA Administration.

December, 2000

Hornby Island Athletic Association's liquor licenses
That HIRRA support the Hornby Island Athletic Association in it's bid to continue to seek an annual maximum of 24 special occasion liquor licenses and a maximum of an additional 6 special occasion licenses, as they have been doing for the past several years.

Small Park Stewardship
That HIRRA instructs the Mt. Geoffrey Regional Park Committee to develop management plans for the various beach accesses (Grassy Point, Sandpiper, Clamshell, Little Tribune, Hidden Beach and Seawright Road) using the RDCS guidelines.
